- The goods must be confirmed for export when leaving Japan within 90 days of purchase.
- Eligibility is based on the statutory non-resident/tax-free purchaser rules, not simply foreign nationality.

Eligible tax-free shoppers pay the tax-inclusive purchase price first under the refund system from 1 November 2026. The consumption tax is refunded after export is confirmed; store/payment-provider handling terms may apply.

Buy from a participating tax-free shop using the required identity procedure, then complete export confirmation with Japan Customs when leaving Japan. Follow the retailer's refund/payment process after Customs confirmation.
