Can I collect tax-free shopping as a foreign resident?
Not if you are an ordinary Japanese resident. Japan's tax-free shopping scheme is for qualifying non-resident visitors, not ordinary residents. From 1 November 2026 the system shifts to a refund method: eligible purchasers pay tax-inclusive prices first and receive the tax refund after Customs confirms export.

Where to act
Buy from a participating tax-free shop using the required identity procedure, then complete export confirmation with Japan Customs when leaving Japan. Follow the retailer's refund/payment process after Customs confirmation.
